T.A.2489. Cirion became Steward of Gondor.

T.A.2509. It came to the knowledge of Cirion that wild men came out of the East. Those were called the Balchoth and they gathered for an assault upon Gondor over the Undeeps of Anduin into Calenardhon. Cirion and Gondor had not many men to spare for the defence of this Northern frontier and in despair Cirion sent messengers to their old friends the Éothéod and their King Eorl in the high North asking for their aid in the great peril Gondor was in. Only Borondir reached Framsburg and Eorl to deliver the message.

T.A. 2510. Cirion gathered as great a force as he could and set out West through Anórien passing going North to the Undeeps and the Wold were the Balchoth had to cross.

Cirion deployed his army at the Wold but were defeated and driven back across river Limlight to the Field of Celebrant. At the same time Orcs had come out of Hithaeglir and assailed the flank from the West and he was driven towards Anduin. He had been cut off with all hope lost. Unlooked for the riders of Éothéod came out of the North and the fortunes of battle were reversed and the enemy were driven with slaughter into the Wold.

For the aid in the battle people wondered in what way Cirion would reward Eorl but Cirion was a man who kept his own counsel and his last word to Eorl when they departed at the Mering Stream was that he would leave Calenardhon in the care of Eorl and meet him there again in three months time. What Cirion had in mind no-one knew and he did not tell any but as he came to Minas Tirith he ordered some of his most trusted servants to go back to the Firien Woods and in secret clear the way to Amun Anwar at the Halifirien beacon. In due time Cirion, his son, the Lord of Dol Amroth and two others of his council set out and he met Eorl with three of his captains and they went up at the cleared path to Amun Anwar where Cirion declared what he had in mind. There Calenardhon was given as a free gift to the Éothéod and to Eorl who should be their first King if he wished so and between the two peoples should be a perpetual friendship. The enemies of Gondor should be enemies of the Éothéod and the same bonds should be laid on Gondor. Eorl accepted the reward and knew it far exceeded what they had earned and they sealed the pact with oaths of strength not should never be forgotten.
